Abandoned building structures

Today’s (13.7.2023) Daily Express front page report carried a report by our former Chief Minister Tan Sri Harris Salleh. Commenting on a Daily Express report dated 12.7.23, he said that it was strange that in Kota Kinabalu City one can simply build a structure and then abandon it.  

 

What came to my mind was the 2 abandoned structures at Vistana Heights. Nothing has progressed to the two buildings since occupancy certificates were issued for the rest of the project. These 2 detached houses were originally designed as semi-detached houses and redesigned to be detached houses when the land behind the houses collapsed. The two abandoned houses are an eye sore to an otherwise nice looking housing estate.  

 

The Deputy Chief Minister II Datuk Seri Dr. Joachim Gunsalam has instructed Ministry officials to ascertain which party should be accountable for the Pacific City project.

 

The above reminds me of my report in the Daily Express on 4.12.2022. The article was titled ‘Who should be responsible for this?’

Who should be held responsible for any mishaps due to the driveway extensions extended onto the road leading to the houses? I wrote to the Mayor several emails about this, but I didn't get a reply.  Do we have to wait for accidents to happen before action is taken?

The Deputy Permanent secretary of the Ministry of Local Government and Housing (KKTP) who chaired the meeting on 10.3.23 at Vistana Heights ordered the developer to rectify the road but this has not been done. He also said that the bank guarantee deposited by the developer has not been released. Why is this fund not utilized by DBKK to raise the height of the road? LINK

 

In the report on 12.7.23, Dato’ Seri Winston Liaw urged the Sabah Government to reform laws concerning real estate development, impose stronger penalties, and ensure that irresponsible developers face substantial fines or mandatory imprisonment. 

 

The penalty and fines should be extended to all the professionals who certified the project at Vistana Heights. The developer and the professionals involved should not be allowed to do Phase II of the Vistana Heights Project. The licence of the developer should not be extended.
