Luqman's musings

  Despite frequent discussions on transparency and integrity by prominent leaders such as Chief Minister Datuk Hajiji, Governor Tun Musa Aman, and the Sultans of Perak and Pahang in newspapers and social media, the actions of some civil servants and heads of statutory bodies in Sabah appear to fall short of these principles. Since 2022, I have highlighted several instances on my blog that contradict the Chief Minister’s repeated calls for transparency and accountability. Below are a few examples:

i.                      Confusing statements The letter computing the Liquidated Damages dated 16.10.2019 showed the developer as Topwira Corporation Sdn. Bhd and the landowner as Lembaga Pembangunan Perumahan dan Bandar (LPPB). However, the occupancy certificate dated 2 nd October 2019 shows that the buildings on the land are owned by Topwira Corporation Sdn. Bhd. (Extracted from My Story Part 2) I am confused as to who is the land owner. My first question to Puan Della (The development officer of LPPB) when a few house owners and I met her in her office was – ‘What is the role of LPPB in this project?’ Her answer was ‘Land owner’. Despite being a land owner, LPPB has not signed on the S&P as required in the Housing Development (Control and Licensing) Rules 2008.

However, the occupancy certificate dated 2 nd October 2019 shows that the buildings on the land are owned by Topwira Corporation Sdn. Bhd. On 19.12.2019, the managing director of Topwira Corporation Sdn. Bhd, Tai Fung Ming, commonly known to the house buyers as Monica Lee, handed me the keys to house S9 purchased by my son. A letter signed by Tai Fui Ming showing the calculation of liquidated damages was also handed to me.   My son, Faisal Luqman signed the Sales and Purchase Agreement with the developer, Topwira Corporation Sdn Bhd on 13.1.2014 to purchase a semi-detached house marked as S9 on the development plan attached to the Sales and purchase agreement. The name of the project is Taman Puncak Vistana Phase 1. The land owner is Lembaga Pembangunan Perumahan Dan Bandar (LPPB)

    One of the officers I met at DBKK suggested that I bring up the matter with Lembaga Pembangunan Perumahan dan Bandar ( LPPB ) also known as Housing and Town Development Board/ Authority. LPPB is the land owner of the development at Vistana Heights and they are jointly developing the land with Topwira Corporation Sdn. Bhd.
