  Dear readers, It has now been more than three years since I first lodged a formal complaint with the Lembaga Juruukur Sabah (LJS) on 15 December 2022 regarding the allegedly fabricated “ as-built” survey plans for Taman Puncak Vistana (Vistana Heights Phase 1), Iramanis. The plans were submitted by the licensed survey firm Jurukur Terra Firma and accepted by Dewan Bandaraya Kota Kinabalu (DBKK). The core issue remains the unexplained and significant discrepancy between the actual road level and my son Faisal’s house platform — a problem that should have been easily resolved with proper survey data.

  Safar Untong I recently emailed YB Datuk Seri Safar Untong, the State Secretary of Sabah , to inquire whether he could address some of the questions I had previously directed to the Chairman of L&S. Unfortunately, I have not received a response. For context, I approached him specifically because he formerly served as Director of both L&S and Lembaga Juruukur Sabah —positions that make him uniquely positioned to provide insight. If he does not have the answers, it is unlikely anyone else would.

  The Varsha Integrity Programme (Program VARSHA Integriti) is a flagship initiative of the Sabah State Government in Malaysia , designed to foster a culture of integrity, transparency, and anti-corruption within the public service sector. Launched as an "umbrella" framework, it integrates policies, procedures, and actions across state agencies to build a corruption-free administration, emphasizing ethical behavior beyond just avoiding overt corruption—such as addressing subtle "dishonesty without intent" that can erode public trust and lead to legal or disciplinary issues. Recent political developments in Malaysia, highlighted by a controversy involving Prime Minister Anwar Ibrahim and PN chief Muhyiddin Yassin, bear striking similarities to issues of trust and oversight in local governance, such as the case of the Kota Kinabalu mayor and the chairman of Lembaga Juruukur Sabah (LJS). Both instances underscore the risks of relying on unverified information and the subsequent demand for accountability.

  At the meeting with DBKK together with the surveyor and architect the Director General, Sr. Lifred Wong asked the surveyor to do a survey of the platform and road heights at no 9 Vistana Heights. Since then, I have requested for the survey and have yet to receive it. As mentioned earlier, Sr. Lifred Wong tried to mislead those present with figures that were not in the original as-built drawing.  LINK

I recently saw a Facebook post about the Bangkok tower collapse from a month ago, but as usual, such posts are shared without follow-up. I've been vocal about the lack of accountability among Sabah's civil servants, particularly regarding unanswered emails about a housing project in Kota Kinabalu. In the Vistana Heights case, I’ve accused the developer, Topwira Corporation Sdn Bhd , and the architect, LYS Architect , of using a fabricated as-built survey . As a former manager at a Licensed Surveyor’s office with over two years of experience, I can read drawings and stand by this claim. The professionals involved—engineers, architects, and surveyors—seem to escape accountability for what I consider gross negligence.

  I was scrolling through X on April 14, 2025, when I stumbled across Dr. Mahathir Mohamad’s post about U.S. tariffs. Under the headline “HIGH TARIFFS,” he admitted he’s no financial guru or economist but still shared his take: Trump’s high tariffs mean hefty taxes on goods and services entering the U.S. Reading that, I felt my blood boil. Here’s a former prime minister weighing in on global economics while I can’t even get a reply from Sabah’s civil servants about a dangerous situation in my neighbourhood. So, I fired off a response, and let me tell you why I’m fed up.

  Arkitek LYS became a limited company, on August 1, 2023. Under Malaysian law, this transition transforms the business into a separate legal entity, distinct from its owners or directors, granting the Sdn. Bhd. its own legal identity. According to their website (https://arkiteklys.my/), this change marked a transformation in 2023 from a Sole Proprietorship to a Body Corporate Architectural Consultancy Practice. The website frames this shift as aligning with a “vision for long-term enduring excellence,” suggesting a deliberate business strategy rather than a reaction to external pressure. This claim may be taken with a pinch of salt due to the timing. 

In 2020, many of my well-meaning friends told me that I have no course of action against the professionals involved in obtaining the Occupancy Certificate for Vistana Heights project with fabricated as-built survey plan. I believe all those involved, including DBKK senior officers, LPPB (Lembaga Pembangunan Perumahan Dan Bandar) and its GM Rosemary Ahping, Arkitek LYS, Lembaga Juruukur Sabah etc. will be answerable for how the Occupancy Certificate was issued. Hopefully, my complaint to SPRM (MACC), LJS, DBKK, Lembaga Arkitek Malaysia will be looked into.

  Someone asked me how the MACC is involved in the Vistana Heights case if I don’t have any proof that corruption is involved. That is an excellent question. We all assume that corruption is only when a bribe is involved.
