Can False Certifications in Construction Approvals Lead to Criminal Charges?

In Malaysia, developers and professionals sometimes submit false certifications to bypass regulations, potentially endangering public safety and defrauding buyers. In the Vistana Heights case, an allegedly falsified survey plan and certification for a non-existent retaining wall allowed the developer to secure an Occupancy Certificate (OC) from Kota Kinabalu City Hall (DBKK). I’m considering filing a police report to hold those responsible accountable. Can such administrative deception trigger criminal charges under Malaysia’s Penal Code? I’m calling on lawyers and experts to share their opinions.
