Fabricating evidence is an offence under s 193-204 of the Penal Code

Recently I read a Facebook post on Zara Qairina’s inquest which said, Destroying or fabricating evidence is an offence under s 193-204 of the Penal Code. The original reference to Sections 193–204 of the Penal Code primarily targets fabricating false evidence in judicial proceedings, such as court cases. However, our scenario —fabricating an engineer's certificate or survey plan to obtain an Occupancy Certificate (OC) from DBKK (Kota Kinabalu City Hall) in the Vistana Heights housing project—shifts the context to administrative or regulatory proceedings.
