Reflections on Malaysia's Anti-Corruption Pledge

  Insights from the IACA Conference and a Personal Call for Local Reform Last night, I tuned into Astro Awani for what promised to be a pivotal discussion: an exclusive interview titled IACA: Komitmen Malaysia Banteras Rasuah . It's not just diplomatic posturing; it's a forum for sharing best practices, forging international cooperation, and holding governments accountable for eradicating corruption in all its forms—from petty bribes to grand-scale embezzlement. Malaysia's delegation, led by figures like Dato' Sri Azalina and Tan Sri Azam , arrived in Vienna with a bold agenda: reinforcing our national anti-corruption strategy and pushing for stronger enforcement mechanisms. The interview on Astro Awani dissected this commitment, offering Malaysians a glimpse into how these pledges translate (or should translate) to tangible action back home.

Transferring the problem, not solving it

  A few years ago, an officer from a statutory body was reassigned to the interior. Following the appointment of a new mayor, he was transferred back to the department and promoted to a senior position. Subsequently, he was bestowed the title of Datuk. Below is a Daily Express article dated April 17, 2016 that may be relevant, accompanied by my comments.

DBKK and Integrity Department

  Here is something I learned recently. Lembaga Jurukur Sabah is not under the jurisdiction of the Sabah Integrity Department. Dewan Bandaraya Kota Kinabalu (DBKK), despite not being classified as civil servants, is under the jurisdiction of the Sabah Integrity Department. The following is what I dug up from the internet and would like to share with my readers. As I have mentioned several times before: Huo dao lao xue dao lao which when translated means 'One is never too old to learn'.   While DBKK employees are not classified as federal or state civil servants, they are public sector employees working for a statutory body established by the state government.

Integrity Department in Sabah

    Tatal ke bawah untuk terjemahan dalam Bahasa Melayu. After seeing no progress with my complaints to DBKK since 2022, I escalated the issue to the Sabah Integrity Department in February 2025. On 11 June 2025, two officers from the department attended a meeting at DBKK to address my concerns.

Are architects liable for fabricated documents submitted to authorities

In 2020, many of my well-meaning friends told me that I have no course of action against the professionals involved in obtaining the Occupancy Certificate for Vistana Heights project with fabricated as-built survey plan. I believe all those involved, including DBKK senior officers, LPPB (Lembaga Pembangunan Perumahan Dan Bandar) and its GM Rosemary Ahping, Arkitek LYS, Lembaga Juruukur Sabah etc. will be answerable for how the Occupancy Certificate was issued. Hopefully, my complaint to SPRM (MACC), LJS, DBKK, Lembaga Arkitek Malaysia will be looked into.
