  I have lodged multiple police reports concerning the alleged fabrication of false evidence and misrepresentation in property transactions. These reports include clear documentary contradictions: deceased persons listed as vendors, Sale & Purchase Agreements that don’t match filed particulars, and discrepancies in ownership records.

  My wife and I were looking forward to the meeting at 2.30 pm when I received an email at 10.43 am and a telephone call a few minutes later saying the meeting scheduled for 2.30 pm has been postponed. I was, to put it mildly, disappointed. Here is the email from KKTP and my reply.

The Misuse of Public Funds and the Failure of Accountability in Sabah’s Administration

  Civil servants who misuse public funds must face consequences. When I raised legitimate concerns about unresolved safety issues in Vistana Heights with the chairman of the Sabah Lands and Surveys Department (JTU), I was met not with answers but with a directive to take legal action against the department. This response is both absurd and troubling. It implies that I, a taxpayer, should spend my own money to sue JTU, while JTU—funded by my taxes—would use those same public funds to defend itself. This is a clear misuse of taxpayer money, creating a perverse cycle where citizens are pitted against their own resources. Worse still, these civil servants, upon retirement, will draw pensions—again funded by taxpayers—despite such failures in accountability. There must be deterrents to prevent public officials from deflecting legitimate grievances into costly legal battles, which only burden citizens further while shielding systemic inefficiencies.

Malaysia - wait and see attitude by government departments

  It is now 2 months since my last post on this blog. I have tried everything I can think of since 2019 when the keys were handed over to me. The wait and see attitude of our government departments of Malaysia is deplorable. 

Abandoned building structures

Today’s (13.7.2023) Daily Express front page report carried a report by our former Chief Minister Tan Sri Harris Salleh. Commenting on a Daily Express report dated 12.7.23, he said that it was strange that in Kota Kinabalu City one can simply build a structure and then abandon it.     What came to my mind was the 2 abandoned structures at Vistana Heights. Nothing has progressed to the two buildings since occupancy certificates were issued for the rest of the project.   KKTP - Stanley Chong - alleged fraudulent development plan approved Read the stages I have gone through before writing to Kementerian Kerajaan Tempatan dan Perumahan (KKTP) - Ministry of Local Housing and Government. I give everyone enough time to respond before escalating the matter to higher authorities. It has taken me 3 years, since I first complained to Ms. Jessie Lee of Topwira Corporation Sdn. Bhd, to get to KKTP.   Here is my email to Mr. Stanley Chong, the deputy permanent secretary of KKTP copied to his PA.  

Water leakage and possible sink holes in the future

  There have been several articles in our Daily Express about water woes in Sabah. On 10.3.2023 when I mentioned the water leakage at S9 (Lot 15) at Vistana Heights many of the professionals including one of 2 residents of Vistana Heights, who were present at the meeting badgered me into answering their question on how much is the water bill for Lot 15. As mentioned by me several times the most stressful thing is to deal with idiots who cannot think.

The meeting with KKTP on 10.3.2023 – Part 1

  The meeting on 10.3.2023 on the Vistana Heights issues highlighted a few important matters: i.                      the Local government and housing authority (KKTP) confirmed that the infrastructure has not been taken over by DBKK. ii.                    KKTP confirmed that the defect liability period is not over due to the Covid 19 extension. iii.                  the road was ordered by KKTP to be raised so that the driveways are not steep. iv.                  the bank guarantee deposited by the developer has not been released.

Summary of stages I have travelled

   A summary of events to date. We can reach the top of a mountain via various routes. Some ways may be easier than others but will lead to the same destination. If there are 7 different ways to reach the top, we won’t use all 7 ways at once. We may try one way today and another, another day. Many of my friends think that I am too harsh or too direct with my approach to dealing with the Vistana Heights issues. For the information of new readers, I have taken more than 3 years to come to where I am currently at on the Vistana Heights issues.

  Ex- Sabah ministers may be grilled. The above is the front page headline in today’s Daily Express. The following is a statement that caught my eye. ‘Daily Express learnt that they (ex-ministers) can expect to be grilled into what they knew but failed to act or what role they may have even played or gained from the alleged conspiracy to defraud Sabahans of millions of ringgit…’ This then made me think about a statement the spokesman of LPPB made. He said, ‘This development (Vistana Heights) was supervised by engineers and approved by management who have retired.’

Latent defects - Housing Tribunal

  This morning I received a WhatsApp message about a developer in West Malaysia being ordered by   the Housing Tribunal to pay compensation to house buyers. You may read the FMT article here .  I went to the Housing Tribunal at Wisma Tun Fuad opposite Karamunsing Complex. An officer there said that he will make an appointment for me to meet the legal officer who is stationed at the Ministry of Local Government and Housing at Wisma Innoprise. I met the legal officer on 9.1.2023. The officer listened to me for about 20 minutes or so and jotted down a few points in her hand book. Then she said that since the defect liability period is over, the Tribunal will not be able to assist.
