  Three years ago, I wrote about the “ Little Napoleons ” who thrive in our civil service — officers who ignore correspondence, flout the Piagam Pelanggan  requirement to reply within two weeks, and act with impunity. Today, the same arrogance continues unchecked, despite promises of reform. Rosemary AhPing of LPPB never replied to my emails then, and the silence remains. DBKK officers continue to disregard public correspondence. The Selangor Education Director has failed to respond to emails dated 5 and 6 June 2026. This is not incompetence; it is a culture of impunity.

  Yesterday I wrote about how law and justice are not the same. Today, I want to show how that gap plays out in real life. A High Court order was made — compensation of RM3,000 was awarded. Yet the judgment sits unenforced, because plaintiffs must pay lawyers for every letter, every application, every procedural step.

Yet, many complainants encounter a familiar barrier: reports are dismissed with phrases like “this is for the court” or “this is a civil matter.” My own experience illustrates this vividly. I filed a police report against an engineer involving false evidence and misrepresentation — clear criminal elements under the Penal Code . Instead of investigating, PDRM told me to refer the matter to KPKT . I complied, but no reply ever came, even after a reminder.
