    The above is the letter from Ronny Cham & Co. I wrote 3 emails to Puan Rosemary Ahping , the GM of LPPB , which were not replied. Then, I wrote to Puan Cristilla Korok , the head of the legal department of LPPB. Here is my email and her reply:

  A parent’s duty vs. a regulator’s duty If I heard any rumour about my children, I would check it out with them immediately. That is basic parental responsibility.   So why should we expect less from a professional disciplinary body whose entire purpose is to protect the public and uphold standards in the legal profession? In March 2023, I sent a detailed complaint to the Sabah Advocates Disciplinary Board (SADB) regarding what I believed was clear misrepresentation by a law firm. Here is what I wrote:

This is not legal advice; it is general information. I copied the following definition from the internet: Section 94(3) of Malaysia's Legal Profession Act 1976 (LPA) defines "misconduct" for an advocate and solicitor as any professional conduct or omission, anywhere in the world, that constitutes grave impropriety. This definition encompasses a range of actions including criminal convictions, dishonesty, breaches of professional duties to the court, and violations of Bar Council rules on practice and etiquette. The purpose of this definition is to subject lawyers to disciplinary actions, such as striking off the Roll or suspension from practice, by the Advocates & Solicitors Disciplinary Board. Unfortunately, there is no specific Penal Code provision in Malaysia (including Sabah) that directly criminalizes a lawyer prolonging a case for improper purposes. However, such conduct can fall under:

Questions on retaining wall at Vistana Heights since 2022

  The question I had asked since 2022 is if a retaining wall was mandated behind the houses along S1 to S18 (now renamed D17 to D18). In the minutes given to me on 11 th June 2025 Item 3.2 states: The approval record for the retaining wall plan for this development must be reviewed to identify if there is a proposal for constructing a retaining wall at the rear of Lot S9 for information and reference in the upcoming meeting. Action by: DBKK Engineering Department and DBKK City Planning Department.   The revised minutes given to me on 21.7.2025 states: The approval record for the retaining wall plan for this development must be reviewed to determine if there is a need to construct a retaining wall at the rear of Lot S9 for reference in the upcoming meeting. Action by: DBKK Engineering Department and DBKK City Planning Department.   There are two matters here for consideration:

Accountability, Integrity and Transparency

  I refer to my post yesterday found here. LINK . On November 22, 2022, I received a notice of demand from a lawyer claiming to represent Rosemary Ahping and Della E. Sinidol of the Lembaga Pembangunan Perumahan Dan Bandar (LPPB). Despite multiple emails to Ms. Ahping seeking confirmation of her authorization, I have received no response, hindering my ability to pursue a formal complaint with the Sabah Law Society regarding the lawyer’s conduct. LPPB is a state government body  responsible for public housing development in Sabah, Malaysia. They should be accountable to the general public and be more transparent. The General Manager and Chairman conduct themselves as if they are demi gods.

On June 19, 2025, a circular issued by Tan Sri Wan Ahmad Dahlan Abdul Aziz, Director-General of Public Service in Malaysia, titled Prohibition on Making Public Statements Under Subregulation 19(1) of the Public Officers (Conduct and Discipline) Regulations 1993 [P.U. (A) 395/1993], reminded civil servants to refrain from making public statements—oral or written—that could undermine government policies, decisions, or public perception. This directive emphasizes the importance of professionalism and loyalty among civil servants, such as those in the Sabah State Integrity Department, in maintaining public trust in government institutions.

Subject: Concerns Regarding Professional Accountability and Vistana Heights Issues Open letter: Dear Datuk Roger Chin and Datuk John Lo, I refer to your recent discussion in the YouTube video available at  https://www.youtube.com/watch?v=qs2LTSK5Kiw In the video, Datuk John Lo highlighted a critical issue, stating, “Roger has said something that is very critical because I always feel that we Sabahans are our biggest enemy because people who have been put in trust are not doing their job, yeah they are not doing the proper job.” I agree with this sentiment, but I respectfully ask: what concrete actions are you both taking to address these concerns beyond raising them in discussions?

Inquiry Regarding Potential Conflict of Interest in Legal Representation

Ronny Cham and Co., claiming to represent Topwira Corporation Sdn Bhd, as well as Puan Rosemary Ahping, General Manager of LPPB, and Puan Della E. Sinidol of LPPB. I sought confirmation from Puan Rosemary and Puan Della regarding whether they authorized Mr. Ronny Cham to act on their behalf, but received no response. LPPB has not clarified whether Mr. Ronny Cham represents the individuals or the organization, leaving his role unclear.

Confusion Surrounding LPPB and Ronny Cham’s Letters

  In my blog post yesterday , I discussed a letter from LPPB dated November 23, 2022, which stated, “We sincerely hope there will be a solution for both parties from the meeting with TCSB and their respective consultants.” However, I received an earlier letter, dated November 16, 2022, from Ronny Cham & Co., signed by Cham Ngit Shin @Ronny Cham, addressed to Puan Rosemary Ahping, LPPB’s General Manager. This letter referenced a meeting on November 16, 2022, at 10:30 a.m., attended by Topwira Corporation Sdn Bhd (the developer), LPPB, project consultants, and senior officers. It noted LPPB’s suggestion that Topwira meet with affected house buyers to resolve issues amicably, but Topwira insisted that buyers attend with their solicitors, architects, engineers, and surveyors to ensure a productive discussion.

  On 23.11.2022, I received a letter from The Commercial Development Architect, Mohamed Andy Osman of LPPB, stating the following: 1.      This letter is to update you with regards to our meeting with Topwira Corporation Sdn Bhd dated 16.11.2022. TCSB has assured LPPB that they are willing to meet with the relevant residents to resolve matters amicably, especially with the incorporation of architects, C&S, M&E engineering consultants for their inputs and assistance in the settlement of matters 2.      Therefore, please contact TCSB directly or TCSB’ lawyer*, Mr. Ronny Cham to arrange a date and time for the meeting. 3.      We sincerely hope there will be a solution for both parties from the meeting with TCSB and their respective consultants. **

My Frustration with Dr. Mahathir’s Tariff Talk: Fix Malaysia First

  I was scrolling through X on April 14, 2025, when I stumbled across Dr. Mahathir Mohamad’s post about U.S. tariffs. Under the headline “HIGH TARIFFS,” he admitted he’s no financial guru or economist but still shared his take: Trump’s high tariffs mean hefty taxes on goods and services entering the U.S. Reading that, I felt my blood boil. Here’s a former prime minister weighing in on global economics while I can’t even get a reply from Sabah’s civil servants about a dangerous situation in my neighbourhood. So, I fired off a response, and let me tell you why I’m fed up.

Are architects liable for fabricated documents submitted to authorities

In 2020, many of my well-meaning friends told me that I have no course of action against the professionals involved in obtaining the Occupancy Certificate for Vistana Heights project with fabricated as-built survey plan. I believe all those involved, including DBKK senior officers, LPPB (Lembaga Pembangunan Perumahan Dan Bandar) and its GM Rosemary Ahping, Arkitek LYS, Lembaga Juruukur Sabah etc. will be answerable for how the Occupancy Certificate was issued. Hopefully, my complaint to SPRM (MACC), LJS, DBKK, Lembaga Arkitek Malaysia will be looked into.

I believe I have enough material to write my fourth book. I am recording this here so that I can copy paste when I am ready to publish my book.  Mr. Ronny Cham wrote an email to me on 25.11.2022 stating that he is acting for Rosemary Ahping and Della E. Sinidol of Lembaga Pembangunan Perumahan Dan Bandar (LPPB). He said that I had caused to publish in my Facebook account and in my luqman.blogspot.com libelous and defamatory remarks concerning his clients.  He asked me if I was prepared among other matters: to propose a reasonable compensation to our clients, of not less than RM2 million each, considering the fact that our clients have been put to immediate loss and damage, shame and ridicule, irreparable disparity and injury to their reputation, professional integrity and good will, and a possibility of loss of employment and deprivation of a reasonable livelihood for them and their families.

Summary of stages I have travelled

   A summary of events to date. We can reach the top of a mountain via various routes. Some ways may be easier than others but will lead to the same destination. If there are 7 different ways to reach the top, we won’t use all 7 ways at once. We may try one way today and another, another day. Many of my friends think that I am too harsh or too direct with my approach to dealing with the Vistana Heights issues. For the information of new readers, I have taken more than 3 years to come to where I am currently at on the Vistana Heights issues.

    One of the officers I met at DBKK suggested that I bring up the matter with Lembaga Pembangunan Perumahan dan Bandar (LPPB) also known as Housing and Town Development Board/ Authority. LPPB is the land owner of the development at Vistana Heights and they are jointly developing the land with Topwira Corporation Sdn. Bhd.
