Dear Sir,

In November 2022, I received correspondence from Messrs. Ronny Cham and Co., claiming to represent Topwira Corporation Sdn Bhd, as well as Puan Rosemary Ahping, General Manager of LPPB, and Puan Della E. Sinidol of LPPB. I sought confirmation from Puan Rosemary and Puan Della regarding whether they authorized Mr. Ronny Cham to act on their behalf, but received no response. LPPB has not clarified whether Mr. Ronny Cham represents the individuals or the organization, leaving his role unclear.

I am considering legal action concerning the alleged fabrication of an as-built survey used to obtain the occupancy certificate for Vistana Heights. Despite multiple requests, neither the developer nor LPPB has agreed to meet to resolve this matter.

My concern is whether it is appropriate for Messrs. Ronny Cham and Co. to represent both Topwira Corporation Sdn Bhd and individuals from LPPB, a statutory body. Could this dual representation constitute a conflict of interest? Additionally, does this suggest that the State Attorney General’s Chambers, which typically represents LPPB, is unable to fulfill its duties, or has LPPB independently engaged Mr. Ronny Cham’s services?

I seek clarity to ensure that any court proceedings are based on accurate information and to avoid wasting judicial resources.

Thank you for your attention.

Yours sincerely,

Luqman Michel
