  Recent developments in Malaysia’s urban governance have sparked widespread concern, with the Mayor of Kota Kinabalu, facing scrutiny for failing to respond to critical emails and address allegations of misconduct within Dewan Bandaraya Kota Kinabalu (DBKK). These issues echo broader criticisms of municipal leadership, as highlighted in a Focus Malaysia article on August 8, 2025, which exposed the excessive powers granted to the Kuala Lumpur mayor under the Federal Territory of Kuala Lumpur Planning Rules 2025. Together, these cases underscore a troubling trend of unaccountability and lack of transparency in Malaysia’s urban centers.

  Dear Datuk Seri Dr Samin Samitah, I have written several emails to you at mayor@dbkk.sabah.my and had never received any response. What your staff members are doing is detrimental to you and the Government of Sabah. They are misleading others to cover up their deceit in approving the occupancy certificate of Vistana Heights. Since 2022 I have tried to resolve matters amicably to no avail.

On June 11, 2025, the second meeting was held at DBKK, attended by two officers from the Integrity Department. During the meeting, we received the minutes of the May 5, 2025, meeting, prepared and signed by DBKK City Engineer Lilitia Jenneh and checked and signed by Mr. Kalvin Liaw, Director of the Building Control Department. Notably, the minutes lacked the signature of Sr. Lifred Wong, the Director General, raising suspicions of intentional omission rather than an oversight.

  Here are two emails, one each to the Director General of DBKK dated 16.6.2025 and one to an officer at the Integrity Department dated 17.6.2025. I have yet to receive a response. What can ordinary citizens like us do when even the Integrity department does not respond to emails? 

                                                  The model in the photo above is 5'2" Since 2022, I have lodged multiple complaints with DBKK that went unanswered. On April 30, 2025, I emailed the Director’s Personal Assistant (see email below). To my surprise, DBKK Director Mr. Lifred Wong agreed to meet. The meeting took place on May 5, 2025, attended by the surveyor who submitted the as-built drawing, the architect (father and son), six DBKK officers, including Mr. Lifred, and myself.
