The Lembaga Juruukur Sabah (Sabah Surveyors Board)
LJS is a non-profit statutory body established under the Surveyors Ordinance 1960 in Sabah, Malaysia. Its primary role is to regulate and oversee the land surveying profession in the state, ensuring professionalism, ethical standards, and proper execution of survey-related activities.
LJS regulates the professional conduct and ethics of land surveyors to uphold the integrity and standards of the surveying profession.
Provides leadership to advance the surveying profession in Sabah.
The Board ensures that only qualified and licensed professionals undertake survey work, protecting public interests and maintaining the accuracy of land-related data in Sabah.
The above is what LJS is supposed to do but in reality, this is far from the truth.
I complained to LJS on 15.12.2022 about the fabrication of the as-built survey for Vistana Heights project.

This is to inform that a meeting was held on 21/2/2023 to look into your complaint.
Please be informed that we have written to the surveyor concerned requesting him to provide explanations and to submit all the details of the as-built survey carried out including documents and survey plans for the Board's further action.
Subsequent to several emails to LJS I wrote the following email:
Dear Ms. Fung Yun Ling,
Your Board members made a site visit on 28.6.23.
I would be grateful if you could please forward me the survey drawing based on the survey points taken.
I would like to compare them with the survey points taken by a survey technician.
I was promised to be extended the survey points taken by LJS but have yet to receive it.
Here is the last email from LJS:
On Wednesday, 15 January 2025 at 16:16:46 GMT+8, Lembaga Juruukur Sabah
Dear Sir,
'Please be informed that the Board is still looking into your complaint about the As-built survey plans for Taman Puncak Vistana, Iramanis due to further verification from the authority.'
If the LJS claims it is “awaiting verification from THE authority” during an investigation, this raises questions about which authority is involved and why. Keep in mind that I complained on 15.12.2022.
My question to LJS on which authority they are talking about has been left unanswered.
At a meeting at DBKK chaired by the Director of DBKK I asked if the authority mentioned by LJS is DBKK. The director answered that it is not DBKK.
Who then could be THE authority?
LJS’s mandate is to evaluate the surveyor’s professional conduct, not to rely on external bodies for technical validation.
In cases of severe misconduct, such as falsifying an as-built survey, the LJS could declare the survey “null and void,” rendering it legally invalid.
Perhaps, Datuk Roger Chin and Datuk John Lo would like to comment on this as they have said in their YouTube video ‘real estate is not rocket science, okay and we have a lot of experiences and on top of which we have quite a lot of Sabahan developers who can do it…’
Roger and John may want to help Sabahans by questioning LJS why my complaint in December 2022 about its licensed surveyor fabricating the as-built survey has yet to be investigated.
