I refer to your reply dated 23 June 2026 regarding my complaint of 5 June 2026.

With respect, your response appears to have misunderstood the substance of my complaint. My report did not allege that Puan Veni A/P Munusami is bankrupt or insolvent. The issue raised was her failure to comply with a High Court of Malaya Order dated 19 May 2023 (Case No: BA24NCVC74005/2022), which directed her to pay RM3,000.00 as costs of action to the Plaintiff.

Despite repeated demands, she has failed, neglected, and refused to settle this judgment debt for more than three years. This constitutes “serious financial indebtedness” under Regulation 13 of the Public Officers (Conduct and Discipline) Regulations 1993 [P.U.(A) 395/1993], independent of bankruptcy status.

 

Accordingly, I respectfully request that the Integrity Unit reconsider the matter based on the actual disciplinary breach — namely, deliberate defiance of a binding court order and continued indebtedness — and take appropriate internal action.

I trust this clarification will ensure the issue is properly addressed.

Merujuk kepada emel saya bertarikh 23 Jun 2026 dan maklum balas pihak Datin pada tarikh yang sama, saya ingin membuat penjelasan lanjut selepas melakukan kajian tambahan terhadap Peraturan-Peraturan Pegawai Awam (Kelakuan dan Tatatertib) 1993 [P.U.(A) 395/1993].

Aduan saya tidak pernah menyatakan bahawa Puan Veni A/P Munusami berstatus muflis atau insolven. Isu yang dibangkitkan adalah kegagalan beliau untuk mematuhi Perintah Mahkamah Tinggi Malaya bertarikh 19 Mei 2023 (Kes No: BA24NCVC74005/2022) yang mengarahkan beliau membayar RM3,000.00 sebagai kos tindakan kepada Plaintif. Walaupun telah dibuat tuntutan berulang kali, beliau masih gagal dan enggan menyelesaikan hutang penghakiman tersebut selama lebih tiga tahun.

Di bawah Peraturan 13, “keterhutangan kewangan serius” merangkumi kegagalan menyelesaikan hutang yang telah disahkan melalui penghakiman mahkamah. Status muflis hanyalah salah satu bentuk keterhutangan; keengganan untuk mematuhi perintah mahkamah yang sah juga termasuk dalam kategori ini. Peraturan 14 pula mewajibkan keterhutangan sedemikian dilaporkan dan diambil tindakan apabila disahkan oleh penghakiman mahkamah. Peraturan 38 memperuntukkan hukuman tatatertib bagi kes-kes salah laku.

Sehubungan itu, saya dengan hormatnya memohon agar Unit Integriti meneliti semula perkara ini berdasarkan pelanggaran tatatertib sebenar — iaitu keengganan mematuhi perintah Mahkamah Tinggi dan keterhutangan berterusan — serta mengambil tindakan dalaman yang sewajarnya di bawah peraturan berkenaan.

Saya percaya penjelasan ini akan memastikan isu tersebut ditangani dengan sewajarnya selaras dengan undang-undang.
