The development plan approved by DBKK was based on falsified as-built survey plans by Jurukur Terra Firma, fabricated amendments by Arkitek LYS, and involved consultant engineers Zaidun Leeng (Sabah) Sdn. Bhd.

Justifications for the above claim: The as-built drawing for Lot S7 (House No. 11) indicates a road height of 29.65m, higher than the house platform at 28.95m. However, photographic evidence clearly shows the road is lower than the house platform. LINK.

 

The original 1995 development plan and the plan attached to my son’s 2014 Sales & Purchase Agreement (S&P) listed the platform height of Unit No. 9 as 101’. However, the 2018 development plan records it as 106.26’, a discrepancy of 5.26’. The architect confirmed in a letter to Lembaga Arkitek Malaysia (dated 6.3.2023) that at the time of the S&P signing on 13 January 2014, the house was 75% complete, with the platform and access road already finished. Why, then, does the S&P development plan show 101’ when the actual height is 106.26’? Neither the architect nor DBKK has addressed this.

On 11 June 2025, I attended a meeting with DBKK, attended by the architects (father and son), the developer (mother and daughter), the engineer, DBKK officers, and two Integrity Department representatives following my complaint. During the meeting, a presentation displayed an unfamiliar as-built survey for Unit S9, with figures including 31.05m (101.87 feet).
