Part 5: School culture is not written in mission statement - Letter to Education Director

In my earlier posts, I argued that school culture is not written in mission statements but in the daily conduct of its teachers. When a teacher defies a High Court order and remains in serious financial indebtedness, it is not merely a private failing — it is a breach of trust that undermines governance and erodes the integrity of the profession. This is why I have formally lodged a disciplinary complaint against Puan Veni A/P Munusami, whose refusal to comply with the judgment debt order exemplifies how dishonesty corrodes institutional culture.
Here is an English Translation of my letter to the Education Director written in Malay:

DISCIPLINARY COMPLAINT: FAILURE TO COMPLY WITH HIGH COURT OF MALAYA ORDER AND SERIOUS FINANCIAL INDEBTEDNESS BY A PUBLIC OFFICER

With due respect, the above matter is referred to.
I am writing on behalf of the Plaintiff’s family to report a serious disciplinary breach by a public officer under the supervision of your Department/Ministry, namely Puan Veni A/P Munusami, who is currently serving as a teacher at the school mentioned above. Enclosed with this letter is a copy of the High Court of Malaya Order in Shah Alam (Attachment 27) dated 19 May 2023 in Case No: BA-24NCVC-740-05/2022.Under clause (ii) of the said Order, the Court directed Puan Veni to pay the sum of RM3,000.00 as costs of the action to the Plaintiff. For your information, more than three years after the Order was issued, Puan Veni has failed, neglected, and refused to settle the judgment debt despite repeated demands. Her deliberate defiance of a formal court order constitutes misconduct that damages the image and integrity of the public service. Failure to settle a judgment debt amounts to a clear violation of Regulation 13 of the Public Officers (Conduct and Discipline) Regulations 1993 [P.U.(A) 395/1993], which prohibits a public officer from being in a state of serious financial indebtedness due to an unsettled judgment debt.
In view of the above, we respectfully request that the Selangor State Education Department and the Ministry of Education’s Integrity Unit take appropriate internal disciplinary action against the said officer and direct her to immediately comply with the court order and settle the RM3,000.00 judgment debt.
Your cooperation, attention, and firm action in this matter are greatly appreciated in order to uphold the integrity and professionalism of the teaching profession in the country.

When teachers defy the courts, they do more than ignore a debt — they erode the very trust on which education rests. A High Court order is not optional; it is the law. To disregard it is dishonesty, and dishonesty in the classroom becomes dishonesty in the culture of schools. That is why I have lodged a disciplinary complaint against Puan Veni A/P Munusami. It is not about RM3,000 alone, but about whether our institutions will uphold integrity or allow misconduct to pass unchallenged. The complaint is copied above, because silence is no longer an option when governance and culture are at stake.

Dengan segala hormatnya, perkara di atas adalah dirujuk.Saya bagi pihak keluarga Plaintif ingin melaporkan masalah pelanggaran tatatertib serius oleh pegawai di bawah seliaan pihak Jabatan/Kementerian, iaitu Puan Veni A/P Munusami, yang kini berkhidmat sebagai guru di sekolah tersebut di atas. Bersama-sama surat ini dilampirkan salinan Perintah Mahkamah Tinggi Malaya di Shah Alam (Lampiran 27) bertarikh 19 Mei 2023 di bawah Kes No: BA-24NCVC-740-05/2022.
Di bawah klausa (ii) Perintah tersebut, Mahkamah telah mengarahkan Puan Veni untuk membayar kos tindakan sebanyak RM3,000.00 kepada pihak Plaintif. Untuk makluman pihak YBhg. Datin, sehingga tarikh aduan ini dibuat (iaitu selepas lebih tiga tahun perintah dikeluarkan), Puan Veni tetap gagal, cuai, dan enggan melunaskan hutang penghakiman tersebut walaupun tuntutan telah dibuat berulang kali. Tindakan beliau yang ingkar kepada perintah rasmi institusi kehakiman negara adalah satu bentuk salah laku yang menjejaskan imej perkhidmatan awam.Kegagalan menyelesaikan hutang penghakiman ini merupakan suatu bentuk pelanggaran nyata di bawah Peraturan 13, Peraturan-Peraturan Pegawai Awam (Kelakuan dan Tatatertib) 1993 [P.U.(A) 395/1993], di mana seorang penjawat awam dilarang berada dalam keadaan keterhutangan kewangan yang serius akibat daripada sesuatu hutang penghakiman yang tidak dijelaskan dalam tempoh yang ditetapkan.
Sehubungan dengan itu, kami memohon jasa baik pihak Jabatan Pendidikan Negeri Selangor dan Unit Integriti KPM untuk mengambil tindakan tatatertib dalaman yang sewajarnya terhadap pegawai tersebut, serta mengarahkan beliau untuk mematuhi undang-undang dan menyelesaikan hutang penghakiman RM3,000.00 ini dengan kadar segera.Kerjasama, perhatian, dan tindakan tegas daripada pihak YBhg. Datin amatlah dihargai demi menjaga integriti dan profesionalisme perguruan negara.
