My meeting was scheduled for 2.30 pm on 5.8.2025.
I sent off the following email to the mayor at 5am on the same day. This was so he is informed.
Concerns Regarding Sabah Surveyors Board's Response to Complaint

Dear Datuk Mayor,
I received a letter dated 15 July 2025 from Datuk Sr. Bernard Liew Chau Min, Chairman of the Sabah Surveyors Board, in response to my complaint lodged on 15 December 2022. The delay of over two and a half years in addressing this matter raises serious concerns about the efficiency of our statutory bodies and their ability to drive progress in Malaysia.
Since February 2023, I have sent multiple emails to Datuk Sr. Bernard, none of which have received a response, highlighting a concerning lack of accountability from departmental leadership.
I wish to bring the following critical issues to your attention:
Delayed Investigation: It has taken the Sabah Surveyors Board over two and a half years to investigate whether the as-built survey submitted by the surveyor was fabricated. This matter requires further scrutiny and will be addressed in detail later.
Confusion Over Authority: The letter from Datuk Sr. Bernard refers to “the authorities here,” specifically DBKK. However, on 5 May 2025, Sr. Lifred Wong, Director General of DBKK, informed me that DBKK does not have jurisdiction over the Land and Survey Department (LJS). This discrepancy raises questions about which official is misinformed.
Lack of Action by DBKK: If DBKK is indeed the authority referenced, why did Sr. Lifred Wong not request the spot level survey conducted by LJS in June 2023?
Withholding of Survey Data: If the survey report submitted was not fabricated, why has the Sabah Surveyors Board not released the spot level survey data to me? Additionally, why was the spot level survey, directed to the surveyor during the 5 May 2025 meeting, not shared with attendees?
Unanswered Query: On 3 April 2023, I asked Ms. Fung, Secretary of the Surveyors Board, whether the on-site data reconciles with the as-built survey. I have yet to receive a response. This issue will be revisited in detail at a later date.
These unresolved matters reflect systemic inefficiencies and a lack of transparency within the Sabah Surveyors Board. I urge immediate clarification and action to address these concerns.
