  Here is something I learned recently. Lembaga Jurukur Sabah is not under the jurisdiction of the Sabah Integrity Department. Dewan Bandaraya Kota Kinabalu (DBKK), despite not being classified as civil servants, is under the jurisdiction of the Sabah Integrity Department. The following is what I dug up from the internet and would like to share with my readers. As I have mentioned several times before: Huo dao lao xue dao lao which when translated means 'One is never too old to learn'.   While DBKK employees are not classified as federal or state civil servants, they are public sector employees working for a statutory body established by the state government.

                                                                  A recent article from Focus Malaysia dated June 20, 2025, titled “GRS-ruled Sabah state government puts public trust first as graft buster MACC acts,” highlights the Sabah state government’s commitment to clean governance. LINK

  In the Daily Express dated 22.6.2025 Datuk John Lo said: ‘My favourite philosophy of “Sun Tze” is “Victory without fighting”. Sun Tzu's philosophy of "victory without fighting," is to subdue the enemy without direct conflict.

Why were house buyers not consulted regarding this alteration? DBKK’s Response: Changes to the plan were made due to the presence of rocks at the site.

  I refer to my post yesterday found here. LINK . On November 22, 2022, I received a notice of demand from a lawyer claiming to represent Rosemary Ahping and Della E. Sinidol of the Lembaga Pembangunan Perumahan Dan Bandar (LPPB). Despite multiple emails to Ms. Ahping seeking confirmation of her authorization, I have received no response, hindering my ability to pursue a formal complaint with the Sabah Law Society regarding the lawyer’s conduct. LPPB is a state government body  responsible for public housing development in Sabah, Malaysia. They should be accountable to the general public and be more transparent. The General Manager and Chairman conduct themselves as if they are demi gods.

On June 19, 2025, a circular issued by Tan Sri Wan Ahmad Dahlan Abdul Aziz, Director-General of Public Service in Malaysia, titled Prohibition on Making Public Statements Under Subregulation 19(1) of the Public Officers (Conduct and Discipline) Regulations 1993 [P.U. (A) 395/1993], reminded civil servants to refrain from making public statements—oral or written—that could undermine government policies, decisions, or public perception. This directive emphasizes the importance of professionalism and loyalty among civil servants, such as those in the Sabah State Integrity Department, in maintaining public trust in government institutions.

                I was surprised to see the above on Twitter. I don't know the motive of the Tweeter.  liean | alhambeurA @n_arrawi · 1h Replying to @luqmanmichel and @malaymail                                   The message read: hmmmn  Meanwhile, I decided to check my dyslexia blog and to my surprise I noted that it is still quite active.   I haven’t updated my dyslexia blog since my last post in February 2025, but I’m eager to return to writing about dyslexia once I complete my current work on Vistana Heights. 

    Tatal ke bawah untuk terjemahan dalam Bahasa Melayu. After seeing no progress with my complaints to DBKK since 2022, I escalated the issue to the Sabah Integrity Department in February 2025. On 11 June 2025, two officers from the department attended a meeting at DBKK to address my concerns.

At the meeting with DBKK dated 5.5.2025 I requested a copy of the development plan attached to the Sales and Purchase agreement signed by my son, Faisal, in 2014. The director of DBKK instructed the architect to extend me a copy and I collected it from the architect’s office on 13.5.2025. The development plan attached to the Sales and Purchase agreement was dated February 2007 and approved by the Mayor on 8.3.2011. As far as the platform heights and road heights is concerned, this development plan is similar to the original development plan dated 1995.

In Tamil, we say, "Muzhu Poosanikkaayaich Sotrukkul Maraikkirargal!" which translates to "Trying to hide a whole pumpkin in a plate of rice!" ( முழு பூசணிக்காயை சோத்திலே மறைக்க முடியாது ). This means attempting a scandal, scam, or mischief and covering it with flimsy excuses. That’s exactly what unfolded at the DBKK meeting on June 11, 2025.
